Part II: A Business Plan for Buying a Veteran-Owned Federal Healthcare Services Contractor at $2M to $3M of EBITDA and Growing It Into the $50B Rural Health Transformation Program Before It Sunsets

Veteran-owned federal healthcare contractors trade at 4-6x earnings. Similar firms without the certification trade at 9-11x. That gap exists because the buyer pool is legally restricted to service-disabled veterans with capital.

Sell a certified service-disabled veteran-owned small business to a non-veteran and the contracting preference disappears. The certification lives in the owner’s discharge papers, not in the company. So private equity mostly cannot play.

Meanwhile a fifty-billion-dollar Rural Health Transformation Program is moving ten billion a year through all fifty states from 2026 through 2030. Year one was planning. Year two is implementation, workforce, program management, and tech deployment.

A company already staffing rural VA clinics and credentialing community care providers is operating in the same counties, the same hospitals, the same federally qualified health centers that states are now trying to transform. It just has never sold to a state health department.
