Part I: California's Transitional Rent mandate: How Medi-Cal plans buy housing services, where vendors earn revenue, and why payment operations and long-term housing determine the investment case

California’s Medi-Cal rent benefit is live. The transaction is harder than the policy announcement suggests, and most pitch decks get the revenue math wrong.

The sale rarely goes directly to the plan. County agencies, housing administrators, and community care hubs hold purchasing authority. A statewide mandate does not produce a statewide contract.

Eligibility has sharp edges. Behavioral health diagnosis plus financial distress is not enough. The benefit is capped at 6 months per household for the entire demonstration period ending December 2029. Annual cycle assumptions overstate the market.

Rent volume and administrative revenue are two very different numbers. An administrator moving millions in rent may have a much smaller pool for staffing and profit. Gross cash flow is not the business.
