Part I: How FDA predetermined change control plans create a market for AI medical device validation, clinical data procurement, software release controls, and recurring regulatory evidence services

FDA’s August 2025 guidance lets AI device makers pre-authorize future model updates. That is not a blank check. Every update still needs a full evidence package before it ships.

Beacon Biosignals got 510k clearance in March 2024 with one of these authorized plans covering sleep-staging algorithm updates AND related processing. The surrounding pipeline matters as much as the model weights.

The statistics are uncomfortable. Same 90% sensitivity looks very different with 100 patients vs 1000. And images from a small number of patients are NOT independent observations. Study design has to account for that.

Successive updates compound the risk. Small tolerated losses across releases can accumulate into meaningful drift. The business opportunity is governing evidence across a full release program, not just a single update.
